Meeting Notes - December 14th 2020
ROAD REPLACEMENT COMMITTEE
The committee’s first meeting took place at 10:00 AM on Dec. 14, 2020. In attendance: Board Liaison Richard Squeglia, Chairperson David Eberle, Secretary Marie Kojian, John Gill and Rick Horak.

ROAD REPLACEMENT COMMITTEE

- R. Squeglia shared a bid from SPS Paving. We are waiting for bids from Atlantic and DMI Paving.
- The project will include removal of surface, replacement of bedrock where necessary and a new surface. There was a discussion about the center pitch of our roads as they are part of the drainage system for the park.
- It was decided to ask the Board for funds to view the crossroad sewer lines. The lines should be replaced before road work begins, if they are found to be cracked.
- Water lines were also discussed.
- We will ask the Board if information about the project can be posted on our website. Notes and notice of meetings will be posted on the bulletin board.
- Contrary to recent rumors, there will not be an assessment for this project. We are asking the Board to post assurances that no assessment is needed to complete this project. The assurance should be in their meeting minutes and posted on the bulletin board and on our website.
- The meeting ended at 11:00AM.
- Next meeting will be on Monday, January 4, 2021. It will be held at 10:00AM at 1 Garden Drive.

ROAD REPLACEMENT COMMITTEE
- The committee’s second meeting took place at 10:04 AM on Jan. 4, 2021. In attendance: Board Liaison Richard Squeglia, Chairperson David Eberle, Secretary Marie Kojian, John Gill and Patricia Metts.
- R. Squeglia is working with the Board to get funds for a camera view of the sewer lines that cross roads. The committee agrees that it is vital that this occurs before road work begins. Videos from 1999 and 2009 are available.
- John brought a map that showed where lines crossed roads. He reported that in 1999 the Lee County hired a company to inspect and report on our sewer system. The company made a number of recommendations to improve the system.
- From 1999-2002 improvements were made that satisfied the County.
- It was discussed that we should spray paint areas where puddling occurs
- R. Squeglia will schedule meetings with the following companies that submitted bids for the project: Atlantic, SPS, and DMI.
- Will you mill down to base rock?
- Do you have an estimate on the cost of base rock?
- How do they measure grade?
- Is 1-1/2 inch surface enough?
- We have private roads, why can’t we keep the pitch we have?
- What is your time frame to complete the project? What are the best months to schedule this project?
- . What would be the cost of paving the parking lots near the clubhouse?

Atl: Will mill down to base rock. Will replace failed areas. Tack coat over base.
DMI: Will mill down 2”. Does not want to mill to base rock. Will not use base rock.
SPS: All asphalt will be milled down to base rock. When you go to base rock you can resolve drainage issues

DO YOU HAVE AN ESTIMATE ON THE COST OF BASE ROCK?
Atl:
DMI: $15 - $20/ton
SPS: $29.50/ton
HOW DO YOU MEASURE GRADE?
Atl: Set depth.
DMI: Eyeball, level lines and measure. Would fill low areas with asphalt.
SPS: String from high to low point in 50ft. sections. Use of laser. Grading must be correct in base rock layer.
IS 1-1/2 INCH SURFACE ENOUGH?
Atl: It’s standard. 1-1/2 inches pressed to 1”. Will remove tree roots that impede depth of surface coat.
DMI: It’s standard.
SPS: It’s standard.
WE HAVE PRIVATE ROADS, WHY CAN’T WE KEEP THE PITCH WE HAVE?
Atl: Will not change the pitch. Will be sure pavement is flush with driveways.
DMI: Will keep pitch. Will mill half of the road at a time to keep the pitch.
SPS: Intent is to maintain the inverted road. Will be paved to the invert. This type of road leads to puddles.
WHAT IS YOUR TIME FRAME TO COMPLETE THE PROJECT? WHAT ARE THE BEST MONTHS TO SCHEDULE THIS PROJECT?
Atl: 2 days to mill and 2 days to pave. It’s easier to do the project when there are less people here and during the dry season. Best month --- April.
DMI: 6 Working days on site. After Easter – first part of May is the best time.
SPS: 3 – 4 weeks to complete project. April/May best time.
DID YOU USE SQUARE FOOTAGE FOR THE WHOLE PARK?
Atl: Roads on the park map will be paved.
WHAT WOULD BE THE COST OF PAVING THE PARKING LOTS NEAR THE CLUBHOUSE?
Atl: Measures 3240ft.2, will need striping and handicap parking.
DMI: $4,698.00, option in proposal. May damage curbing. Handicap parking issues.
SPS: Will look at it. Project will need a different permit, an engineer to design paved area permits and site plan are not included in the bid.
All three bidders agree that they intend to pave even with driveways; that sewer line should be videoed before paving begins; that front lawns must be edged; and that they will use Type S-III asphalt. The asphalt will be compressed to 1” by all bidders. We are waiting for revised bids that will raise the compressed asphalt to 1-1/2”.

The committee met on Tuesday, January 19, 2021 at 10:00AM at 1 Garden Drive.
In attendance: Richard Squeglia, Rick Horack, David Eberle, John Gill and Marie Kojian.
NEW BIDS
SPS - $161,214.00
ATLANTIC - $122,399.00
The cost of base rock was not included because it is not known how much will be needed. Base rock costs about $29.50/ton.
COMMITTEE RECOMMENDATION

ROAD REPLACEMENT COMMITTEE
The committee met on Tuesday, January 19, 2021 at 10:00AM at 1 Garden Drive.
In attendance: Richard Squeglia, Rick Horack, David Eberle, John Gill and Marie Kojian.
- SPS and Atlantic pavers were asked to revise their bids to reflect the cost of paving from 1-1/2” asphalt compressed to 1”, to 2” of asphalt compressed to 1-1/2” of pavement. DMI was eliminated because they do not mill to the base rock.
- All three bidders strongly recommended that sewer lines, that cross the roads, be viewed before paving begins.
- The Better Business Bureau gave all three bidders an A+ rating, although only SPS was accredited.

ATLANTIC - $122,399.00

COMMITTEE RECOMMENDATION
- That sewer lines be viewed before paving begins. That funds for viewing the lines be taken from the reserve for paving
- That ATLANTIC be hired to pave our roads.
